In late September, California Governor Gavin Newsom signed into law the Responsible Textile Recovery Act of 2024, creating extended producer responsibility (EPR) requirements for textiles and tasking the California Department of Resources Recycling & Recovery with establishing a producer responsibility organization (PRO) to oversee implementation.
The law calls on producers of household textiles – including clothing, footwear, and hospitality items – to finance and manage a statewide program to collect, encourage reuse, fund repair, or recycle post-consumer textiles. The PRO will create accessible textile collection points throughout the state, including retail take-back programs and other convenient drop-off sites.
